Serves as Contract Specialist responsible for pre-award and post-award functions for various environmental and other services. Acquisition responsibilities range from participation in acquisition planning to contract close-out. Analyzes complex scopes of work and related documents to determine appropriate acquisition strategy. Based on this strategy, prepares written acquisition packages, ascertains funds availability, solicits offers/bids, evaluates responses, and awards contractual instrument. Utilizes both negotiated and sealed-bid acquisition procedures to determine best value to the Government for a variety of contracts, such as fixed-price, cost-reimbursement. Including special contract/solicitation requirements related to awarding of an AE contract in accordance with Brooks Act requirements. Awards and administers contracts and executed task orders, if applicable. Negotiates contract changes, to include change orders, supplemental agreements, and administrative changes. Executes other contractual actions as necessary in accordance with governing acquisition regulations, policies, procedures, and guidance.
