"Online by Design: Delivering Robust and Relevant Academics to Support Learner Success" is a white paper published by the Center for Higher Education Policy and Practice (CHEPP) in April 2025. It explores how well-designed online learning can support academic success, economic mobility, and equitable access in higher education. Through literature reviews and case studies of Southern New Hampshire University (SNHU), Ivy Tech Community College, and the University of Maryland Global Campus (UMGC), the paper identifies 11 essential elements of robust and relevant online education—such as faculty training, academic supports, and data-driven program design. The report emphasizes learner-centered design and provides practical examples of how institutions are improving quality, engagement, and outcomes in virtual environments.
