Major - Internal Affairs Division at Prince George's County Police Department
My duties as the Commander of the Internal Affairs Division consists of overseeing all the administrative and criminal investigations of all employees of the Prince George’s County Police Department, both sworn and civilian. The duties included reviewing Reports of Investigations for completeness and thoroughness and for compliance with Department written policies, standards for criminal investigations and peer review protocols. During the review of these Reports, I identified management or operational problem areas and advised the Police Chief on the need to create, change or modify established procedures and techniques. These duties also included drafting Disciplinary Action Recommendations which ranged from written reprimands to termination. These Disciplinary recommendations were then submitted to the Police Chief for signature. As the commander of the Internal Affairs Division, I also conducted criminal investigations of sensitive nature, while keeping the Police Chief informed of developments and progress in said investigations. In this position, I was the Police Department’s liaison for all Freedom of Information Act requests and personally reviewed all tip line complaints for assignment for investigation. I also represented the Police Chief in conferences, meetings and discussions with other law enforcement organizations reference Internal Affairs policies and procedures. The Internal Affairs Division has large case inventories, composed of complex investigations involving administrative, criminal, ethics and other issues; the cases have sensitive issues that sometimes draw media attention, I am responsible for keeping abreast of each case and all aspects of the cases and bringing to the attention of the Police Chief. I also prepared monthly recurring special reports, advising the Police Chief on the status, number and types of investigations. My duties also included oversight of the Audits and Inspections Unit, which conducted periodic reviews of Police Department divisions and employees to ensure compliance with applicable laws and Department regulations as well as established policies, procedures and standards. The Audits and Inspections Unit is also responsible for preventing and detecting fraud, waste and abuse within the Prince George’s County Police Department.
