Independent Living Regional Program Manager at Impact Living Services

Advanced from IL Site Supervisor in Harrisonburg VA to IL Regional Program Manager in June 2020. Took on responsibility of opening and developing the Fairfax VA location in August 2020. Advocated for, relocated, and took responsibility for opening the Fredericksburg VA location in October 2021. Continue to directly lead, oversee, inspire and develop three of seven Impact Living Services IL program site locations in: Fairfax, Fredericksburg and Richmond Virginia.

Independent Living Site Supervisor at Impact Living Services

Developed the Harrisonburg program from the ground up as the first/only full-time employee (on-site case manager) by opening the site in 2017, and created/transitioned into the Site Supervisor role in 2018.

Oversaw and ran the IL site and IL program in Harrisonburg: supervised case managers and part-time program support staff, helped make important decisions regarding service provision, admissions/discharges of youth, partnered with community providers and supportive organizations, maintained site organization and handled property management needs, grew the program by increasing numbers of referrals and community awareness of the program.

Independent Living On-Site Case Manager at Impact Living Services

Opened/created the Harrisonburg program during the spring/early summer of 2017. Lived on-site as an IL case manager working with youth aging out of the VDSS foster care system to assist them in gaining the life skills and abilities necessary to reach full independence by age 21.

Family Services Specialist II at Harrisonburg Rockingham Department of Social Services

Foster Care case manager (Family Services Specialist II) responsible for assisting and motivating families to participate in services and requirements of VDSS to work towards concurrent goals for the permanency of their children; primary goal being returning children home to their biological families/next of kin. Managed an ongoing caseload of 12-16 children placed in the custody of VDSS. Prepared service plans, participated in court procedures, and advocated for families to able to adequately provide and care for their children.

Organizational Assessment and Recommendations Report: Florida Department of Corrections, Office of Community Corrections
Organizational assessment report focused primarily on The Office of Community Corrections (OCC). The OCC has a specific subdivision mission: “to protect the community by supervising offenders and reporting non-compliance to the sentencing or releasing authority” (Probation Services -- Florida Department of Corrections, n.d.). The OCC works with offenders that have both never been incarcerated, and those that have served decades of time inside eventually released back into the community. This office “bookends” the duties of the other offices as it manages both probation and (for those that are eligible) parole/conditional release. Offenders charged with crimes that do not result in a prison sentence are often required to participate in probation, while those eligible for early/conditional release are considered for (and sometimes granted) parole by the Florida Commission on Offender Review (FCOR). Regardless of whether a community correction opportunity is ordered by the court or determined by the FCOR, FDC probation officers are responsible for managing all forms of community corrections (Department of Corrections, n.d.).

Revision of the Boston Police Department’s Transgender Policy
As the modern world continues to learn about diversity and the importance of accepting and celebrating diverse individuals, transgender policy construction and implementation has become a critical public policy issue. Society demands attention to the unique needs of the transgender population; historical trends and public activism bestow the future direction of how agencies must govern themselves accordingly. Use of solitary confinement is inappropriate without cause, and being transgender is not a crime. Human and civil rights stand to be violated without further action. This paper explores criminological theory that supports revision and makes justified recommendations to the Boston Police Department that, if followed, will result in a policy compliant with federal and state standards required by The Prison Rape Elimination Act (PREA).

Case Study of NYPD New: Problem Analysis and Recommendations
This analyst has an interest in the culture of mass incarceration - specifically in regard to the communities (“hot spots”) most affected by the cycle of recidivism and targeted policing. Research on the pros and cons of technological advancements and their potential for law enforcement operations in the future is of high interest as well. This case overlaps on some of those points, allowing for a new channel for further research in those areas.

A Proposal for Using Technology and Virtual Prisons to Promote Decarceration
Overdependence on imprisonment is a flawed American practice; the economic and human tolls are enormous and mass incarceration is not improving our society by nearly any measure (Leipold, 2019). Each year, budgets are bloated to run our judicial system ($29 billion), our correctional facilities (over $80 billion), and hundreds of thousands of law enforcement agencies ($63.2 billion) (Wagner & Rabuy, 2017). Broken communities, high rates of recidivism, and egregious racial disparities, are just a few examples of the human toll (The Fair Fight Initiative, n.d.). Everything comes at a cost, especially punishment for criminal activity in America (Wagner & Rabuy, 2017).

Making an Impact - Changing the Outcomes
(Facts compiled, arranged, edited and put into video format by Samantha Brooks) Did you know that 19% of all youth in foster care in Virginia "age-out" of the system at 18 years old, with no plan, no permanent home, and no resources? 19% is twice the national average - and even the national average is far too high. This is a crisis for a population that, given the right opportunities, shows a great deal of promise in making changes that help "break the cycle" of children and families ending up in the "system". We owe them a chance to remain connected. They have surpassed unimaginable odds to get here. Impact Living Services (ILS) is dedicated to dynamically altering outcomes for at risk children and their families by delivering services designed to increase resiliency and strengthen relationships. We have 5 locations throughout the state, and we are growing. We work every day to make the second half of this video a reality for the clients we serve.
