Deborah A. Upchurch is a highly-skilled Law Enforcement Command Professional with 2 decades of progressive leadership experience and a demonstrated track record of success supervising day-to-day police/administrative functions and working with diverse client populations as a Police Detective Lieutenant and second in command to the Police Director. Deborah has formal education in Criminal Justice from Fairleigh Dickinson University,Thomas Edison State College and Bloomfield College, and advanced training in Human Resources and Incident Command Systems (ICS) 200. Deborah is 911 Certified, a Certified Grant Specialist, and a Notary Public for the State of New Jersey.

Administrative Division at Orange Police Department
• Developed and managed the Human Resources Department; spearheaded the employment and interview process, heard and responded to employee concerns, counseled, disciplined, and terminated employees as needed, evaluated ongoing performance, and processed salary increases.
• Managed all payroll processes for the department; compiled and administered salary increases and retroactive pays, audited payroll data, handled confidential paperwork, and recommended changes to existing policies.
• Led all grant writing efforts including direct oversight of the writing and application process; secured monies for equipment and personnel.
• Identified and implemented departmental goals, policies, and procedures; enforced discipline, good order, and the highest standards of conduct for every member of the department.
• Served as the Support Services Supervisor; supervised seven (7) Record Room Clerks and twenty-eight (28) School Guards.
• Established cooperative relationships with police authorities in neighboring jurisdictions and civic, recreational, and business organizations to coordinate joint operations and mitigate conflicts.
